Short answer
The most common cause is an admin setting. If Require staff approvals before sharing free/busy information is turned on in the Microsoft 365 admin center, each new staff member gets an email and stays unbookable until they approve it. If that's not it, the person is usually not assigned to the service, has no working hours, has a calendar Bookings can't read, or was added as an external Guest. Check these in the order below.
1. Has the staff member approved the invitation?#
Admins can find the setting in the Microsoft 365 admin center under Settings → Org settings → Bookings. Microsoft describes Require staff approvals before sharing free/busy information like this: it requires employees "to opt-in before their availability information is shared through Bookings and before they can be bookable through a shared booking page. Staff receives an email with a link to approve or reject the request."
What to do:
- Ask the staff member to find the Bookings invitation email and approve it. Check junk folders and quarantine as well.
- If they selected Reject by mistake (the FAQ confirms rejecting makes them unbookable), or the email never arrived, note that Microsoft doesn't document a way to resend it. Removing and re-adding the person may trigger a new invitation. If it doesn't, an admin can turn the setting off.
- If your organization doesn't need opt-in, an admin can turn the setting off. Microsoft notes that tenant setting changes "may take up to four hours to apply", so wait before retesting.
Two 2025 threads report staff added as Guest stuck in a "pending for approval" state after an October update, and the accepted answer points to this same approval step. The setting is often confused with appointment approval, but it has nothing to do with approving bookings. See approving bookings before they're confirmed.
2. Is the person assigned to the service?#
Adding someone under Staff doesn't put them on any service. For each service, open Services, select the service, and on Assign staff select them under Select staff. Then check the assignment mode:
- Assign any of your selected staff for an appointment books one available person.
- Multiple staff books everyone assigned, so all of them must be free.
If customers can't see the person in the staff list but bookings still get assigned to them, check Allow customers to choose a particular staff for booking. When it's off, customers can't pick anyone, and Bookings assigns an available staff member itself.
3. Do they have working hours?#
In Staff, open the person's details. With Use business hours on, they're limited to the page's business hours. With it off, a day with no hours means they aren't available that day. A new staff member whose custom hours were never filled in is effectively never free.
4. Can Bookings read their calendar?#
With Events on Microsoft 365 calendar affect availability on (Microsoft's default and recommendation), Bookings reads the person's free/busy. If it shows "This staff member's calendar can't be synced", the staff member must share their calendar. In Outlook, select Share → Calendar, then under People inside your organization set My Organization to Can view when I'm busy. A calendar full of Busy events also leaves them with no bookable time.
5. Are they external or a Guest?#
You can add staff with any email address, including people outside your Microsoft 365 organization. They receive confirmations and calendar invites, but Bookings can't read their free/busy, and community answers say external people can only hold the Guest role. Their availability then depends on the hours you set in Bookings, not on their real calendar. See external staff in Microsoft Bookings and staff roles.
6. Are they in the same organization, and still active?#
Bookings reads free/busy only for work accounts in the same Microsoft 365 tenant. If someone has left and been removed from Microsoft 365, the FAQ says you still need to delete them from Bookings (Staff → hover over the name → Delete), on every booking page they were added to. Until you do, they stay listed on services, but customers can't book them.
7. Is the service bookable at all?#
If nobody on a service is bookable, the problem may be the service rather than the person. Check the service's Availability options (not Not bookable, no restrictive custom hours or date ranges) and its Publishing options. Why a Bookings page says no available times has the full checklist.
